<p>It was the greatest entry ever recorded in the “secret diary” of a Brooklyn mom — she had just hit a $13.5 million Lotto jackpot.</p>
<p>“It is mind-boggling,” said 42-year-old Sharisee Frails as she pocketed a one-time, lump sum windfall of $5.7 million at the Kings Plaza Shopping Mall on Thursday.</p>
<p>“I didn’t tell anybody initially — I simply just wrote it down in my secret diary,” she said.</p>
<p>Frails rocketed to riches last Dec. 18 when she dropped by the Express Stop Candy Store on Livingston St. in downtown Brooklyn to pick up something to drink — along with her weekly Lotto tickets.</p>
<p>“I just thought, ‘Maybe I’ll get lucky,’” said said.</p>
<p>It wasn’t until last month that the former Verizon repair technician finally ran her Quick Pick ticket under a scanner — and learned her lucky, machine-picked numbers, 1-15-38-41-50-52, had made her the sole winner of the big prize.</p>
<p>Her first reaction when she learned of her triumph may flabbergast hard-pressed New Yorkers who dream about such mega-paydays: “I just thought it was an ordinary day,” she said.</p>
<p>It soon sunk in that this was no typical day, but Frails, a mother of two, was still low-key — in stark contrast to the typical Lotto winners who exult in their new-found fortunes.</p>
<p>”It’s exciting,” she said. “I’m going to spend it wisely.”</p>
<p>Frails, who uses a red motorized scooter to get around after suffering a stroke eight years ago, will never have to worry about her bills again.</p>
<p>As for the cash, she says she’ll just “live comfortably” and spread it around to members of her family.</p>
<p>Frails wasn’t the only winner — Uncle Sam and city and state tax collectors snagged a cool $3.5 million from the jackpot.</p>

			<content:encoded><![CDATA[<p></p><p>The mystery over who bought a winning $14.3 million Iowa lottery ticket has gotten really strange now that the winner, through a lawyer, has decided to withdraw any claim to the money rather than step forward publicly.</p>
<p>Or, as The Des Moines Register puts it: Someone really doesn&#8217;t want to be a multimillionaire.</p>
<p>Speculation has been at a fever pitch ever since the purported winner &#8212; through the lawyer &#8212; stepped forward in December to claim the prize, barely two hours before the ticket was set to expire. The money had gone unclaimed for a year.</p>
<p>State law, however, requires lottery officials to confirm that the ticket was legally purchased, possessed and presented to them before they can pay up.</p>
<p>State officials say they are satisfied that the ticket was legally bought at a convenience store in December 2010, but they still don&#8217;t know who actually purchased it.</p>
<p>Investigators have even examined an in-store security video recording of the ticket being purchased, the newspaper says. Lottery officials have said the tape clearly shows the sale, but they have declined to describe the appearance or gender or offer any other identifying information about the buyer.</p>
<p>Now, Crawford Shaw, the enigmatic 76-year-old New York attorney who represented a trust attempting to claim the $14.3 million Hot Lotto jackpot, says the purported winner has abruptly withdrawn any claim to the money, he told The Des Moines Register in a phone interview.</p>
<p>Apparently even Shaw doesn&#8217;t know the identity of the person or persons behind Hexham Investments Trust, the group that sought the prize, the newspaper says.</p>
<p>Shaw told Iowa Lottery officials that the trust was a corporation in Belize, a small Central American country of about 330,000 people in a land area about one-sixth the size of Iowa, the newspaper reports.</p>
<p>The withdrawal ends nearly a month of wrangling between lottery officials and Shaw that included a proposal from Hexham to donate the after-tax proceeds from the jackpot — more than $7 million — to Iowa charities.</p>
<p>But without the name of the people behind the trust, the lottery couldn&#8217;t release the prize, even to a charity.</p>
<p>Now, the Iowa Division of Criminal Investigation and attorney general&#8217;s office have issued a joint statement saying they have opened an investigation into the case.</p>
<p>&#8220;It doesn&#8217;t get much weirder than this,&#8221; says Mary Neubauer, Iowa Lottery spokeswoman.</p>

The ticket will win.&#8221;  The person buys the ticket and it does win.  This seems to be quite common occurrence.&#8221;</p>
<p>It is, and there are many strange stories to tell, says Max, and continues to tell a story about a 23-year old Robert Bronson, who felt sure he&#8217;d win a special Christmas lottery in Maryland some years ago.  Robert bought some tickets, although he had a wife and child and barely enough income to make ends meet.  His wife was angry when he came home with tickets, but &#8211; as he later told reporters &#8211; he felt curiously calm.  One ticket bore repetitions of 7, which he considers his lucky number.  He felt unaccountably certain this ticket would win.  It began by winning him $500 and qualifying him to enter a final drawing, which was held in a Baltimore auditorium.</p>
<p>Just before the winner&#8217;s name was to be announced, Bronson stood up.  It was as though he had heard his name spoken.  People stared at him in silence.  Then the name was spoken, and it was Bronson&#8217;s.  The prize was $1 million.</p>

Luckily, she also happens to have a PhD in statistics from Stanford University. The people of Texas chalk it up to good luck and divine intervention. One Minute News correspondent Rachelle Akuffo breaks it down:</p>

<p>Joan R. Ginther, 63, from Texas, won multiple million dollar payouts each time.</p>
<p><span>First, she won $5.4 million, then a decade later, she won $2 million, then two years later $3 million and finally, in the spring of 2008, she hit a $10 million jackpot.</span></p>
<p><span>The odds of this has been calculated at one in eighteen septillion and luck like this could only come once every quadrillion years.</span></p>
<p><span>Harper&#8217;s reporter Nathanial Rich recently wrote an article about Ms Ginther, which questioned the validity of this &#8216;luck&#8217; with which she attributes her multiple lottery wins to.</span></p>
<p><span>First, he points out, Ms Ginther is a former math professor with a PhD from Stanford University specialising in statistics.</span></p>
<p><span>A professor at the Institute for the Study of Gambling &amp; Commercial Gaming at the University of Nevada, Reno, told Mr Rich: &#8216;When something this unlikely happens in a casino, you arrest ‘em first and ask questions later.&#8217;</span></p>
<p><span>Although Ms Ginther now lives in Las Vegas, she won all four of her lotteries in Texas.</span></p>
<p><span>Three of her wins, all in two-year intervals, were by scratch-off tickets bought at the same mini mart in the town of Bishop.</span></p>
<p><span>Mr Rich proceeds to detail the myriad ways in which Ms Ginther could have gamed the system &#8211; including the fact that she may have figured out the algorithm that determines where a winner is placed in each run of scratch-off tickets.<br />

<p><span>He believes that after Ms Ginther figured out the algorithm, it wouldn’t be too difficult to then determine where the tickets would be shipped, as the shipping schedule is apparently fixed, and there were a few sources she could have found it out from.<br />

<p><span>According to Forbes, the residents of Bishop, Texas, seem to believe God was behind it all.<br />

<p><span>The Texas Lottery Commission told Mr Rich that Ms Ginther must have been &#8216;born under a lucky star&#8217;, and that they don’t suspect foul play.</span></p>

			<content:encoded><![CDATA[<p></p><p>To gain an edge in poker, a solid mathematical background is fundamental to winning in the long term, but to crack the lottery, it takes a mastery of advanced statistics as proven by the recent winners of the Massachusetts game <em>Cash WinFall</em>.</p>
<p>Marjorie and Gerald Selbee are set to earn millions thanks to a loophole they discovered in the lottery. The couple, both in their 70s, are part of a group of players that run a company called GS Investment Strategies. The group is made up of statisticians and engineers from MIT and Northwestern University and spends their time looking for favorable opportunities to make their bets.</p>
<p>The <em>Cash WinFall</em> game is a lock, however, thanks to a rarely seen rolldown policy. The purpose of the game is to match as many of the six, randomly numbered balls on your ticket as possible. A perfect six out of six will win the jackpot, but if that jackpot isn’t hit before it maxes out at $2.5 million, that prize money is then redistributed to the other winners.</p>
<p>Matching five out of six numbers would normally earn the winner $4,000, but during the rolldown games, that prize could swell to as big as $100,000. The key is to buy enough tickets to cover nearly all of the possible number combinations. The Selbee’s each purchased $307,000 worth of $2 tickets, nearly guaranteeing themselves a substantial profit.</p>
<p>Rolldowns occur often, once every few weeks, because it is nearly impossible to hit the jackpot otherwise. Wenxu Tong is the only person to have ever won it outright, and he is also part of a gambling company called Tong’s Fortunelot Limited Partnership. In fact, there are several companies in existence that look for lottery loopholes and experts suggest that they make up more than half of the money won each year.</p>
<p>Despite the fact that <em>Cash WinFall</em> has been solved, Paul Sternburg, the lottery’s executive director, has no plans to pull the game from the market, citing a profit of $11.8 million so far this year.</p>

<p>According to City Press, the millions owed to the unknown punter, who randomly selecting six winning numbers using the quick-pick option, will return to national lottery operator Gidani after 5pm on August 17.</p>
<p>The ticket was bought in Pretoria for the August 17, 2010 Powerball draw and won that evening’s R30 521 058 jackpot.</p>
<p>Gidani spokeperson Thembi Tulwana reportedly said that if the jackpot remained unclaimed by 5 p.m. on August 17, 2011, the winner would forfeit the millions.</p>
<p>“It’ll be used for marketing and other jackpots,” Tulwana was quoted as saying.</p>
<p>She said Gidani still hoped the winner would come forward but was running out of time.</p>
<p>“We’re waiting for him or her to claim the prize,” Tulwana said.</p>
<p>All national lottery winners have 365 days to claim their prizes from the night of the draw.</p>

			<content:encoded><![CDATA[<p></p><p>A Christchurch couple whose house was badly damaged in the February 22 earthquake have won more than $4.6 million playing lotto.</p>
<p>And the lucky couple have no plans to leave their quake-stricken city.</p>
<p>The man, who wishes to remain anonymous, is a regular Big Wednesday player and checked his lottery tickets during his regular grocery shop to find he had won $4,667,251.</p>
<p>He now plans to stop working and retire.</p>
<p>&#8220;I first checked my ticket at the Lotto counter ticket checker and it flashed up Division One winner. I then rushed to find my wife in the supermarket aisles and told her we might have won a million. To then be told I had won more than $4.6 million was a huge shock,&#8221; the man says.</p>
<p>&#8220;I am looking forward to not having that alarm clock wake me up early in the morning. It will be great to sleep in and not worry about having to go work anymore.&#8221;</p>
<p>The couple&#8217;s house was badly damaged in the February earthquake and have been living in temporary accommodation.</p>
<p>&#8220;This win will help us to rebuild our lives in Christchurch. We have no desire to leave the city, but we will be able to afford a few trips overseas now in order to get away,&#8221; he says.</p>

<p>Dreams do come true for one lucky lady from Calgary.</p>
<p>Wednesday evening, as the Calgary Stampede Lotteries winners were announced, Kylie Bullen’s name was pulled from a great many, making her the winner of this year’s $725,000 Rotary Dream Home.</p>
<p>Bullen turns 26 on Thursday, so she’s pretty pleased with that timing.</p>
<p>“I’ve never won anything in my life,” said an ecstatic Bullen.</p>
<p>“This is my first year buying (tickets) myself — my mom’s been doing it for the last 10 years and this is the year where she couldn’t make it to Stampede so I said I’d buy them.</p>
<p>“She thinks the secret to the luck this year is that she didn’t buy them.”</p>
<p>Bullen said her mom — Ronaye Madell — can move in with her, saying “she supported me for 18 years.”</p>
<p>Currently living in a condo, having her own house puts Bullen in a place she didn’t expect to be for “another decade or two,”</p>
<p>Dream home chairman Murray Flegel, who pulled Bullen’s name, said being able to do that for someone feels good.</p>
<p>“It’s special,” he said.</p>
<p>“Whether you decide to live in the house or decide to sell it, it’s a great start for somebody.”</p>
<p>The home, which was built on the Stampede grounds, will soon be moved to its permanent location in Walden in the city’s southeast.</p>
<p>Bullen’s not the only Calgarian walking away happy; all of this year’s draws went to Calgary residents.</p>
<p>Philip Hope won the $100,000 Lions Lucky Loot draw.</p>
<p>Rosa Cruzado will soon be driving a $45,000 Buick from the Kinsmen Wheels draw.</p>
<p>The Kinsmen Wheels draws also gave Dan Whitehouse a $44,000 Harley Davidson motorcycle, Tara Walker a $47,000 Camaro, Doug Flanigan and Alvena Chell a Sierra crew cab truck and Bighorn fifth-wheel trailer valued at $162,500, Shirley and Henry Nero a Sierra with a Yamaha Wave Runner, trailer and storage cover valued at $66,500, and Danny Murphy a Sierra Crew Cab, boat and trailer valued at $96,000.</p>
<p>All-in-all, it’s $1.4 million in prizes, which this year brought in just shy of $2 million in ticket sales.</p>
<p>The $2 million take is about the average in ticket sales per year, said Shane Simmons, Lotteries chairman.</p>

<p>He plans to surprise his wife with paid bills.</p>
<p>He scratched the $200,000 Cash instant ticket, at a stop light, while alone in his car.  In disbelief, he reached for his glasses.</p>
<p>&#8220;I was jumping up and down on the inside,&#8221; he said.</p>
<p>Three top prizes of $200,000 are still on the table in the ten dollar $200,000 Cash game, lottery officials said.</p>
